Mechanism Make-up and Responsibilities
of Mechanism Host Town Program Department |
To ensure the successful implementation
of the Host Town Program (HTP) at the 2007 Special Olympics
World Summer Games (SOWSG), the 2007 SOWSG Shanghai
Steering Committee set up a Host Town Program Department
especially for the organization of HTP. Host Town Program
Committees, made up of members from departments of civil
affairs, disabled persons’ federation, overseas affairs,
propaganda, spiritual civilization, public health, public
security, sports and education, are established in districts
and sub-districts (towns). The responsibilities and
missions of the offices at all levels are:
1、the Host Town Program Department of the 2007
SOWSG Shanghai Steering Committee:
The Department takes charge of the overall planning,
arrangement, organization and implementation of Host
Town Program at the 2007 SOWSG. Through contacts with
the Special Olympics International and participating
programs, it gets various information from the programs
in time. It thus assigns tasks to the districts, establishes
the Host Town Program network in districts and sub-districts,
organizes training for directors, managers, liaisons
and volunteers of HTP, coordinates and solves problems
in the process, as well as inspects and supervises the
work of districts.
2、the District Host Town Program Committee:
The Committee takes charge of the organization and implementation
of its own district’s program. According to the arrangements
and requirements of the HTP Department, it studies out
the district plan, organizes training for the relevant
personnel, as well as inspects and supervises the work
of sub-districts (towns).
3、the Sub-district (towns) Host Town Program
Committee:
The committee is made up of sub-district (towns) leaders,
personnel in the related departments, DALs and at least
one local intellectually disabled person. Under the
supervision of the HTP Department and the District Committee,
it organizes the plans and carries out the activities.
It encourages the participation of enterprises, social
organizations and residents in its area. The Committee
collects fund by contacting sponsors. Its responsibilities
also include creating a warm atmosphere in the community
through various propaganda activities, recruiting volunteers,
forming a team of volunteers and a team of staffs, and
providing language and other services. A host handbook
of its community should be made. The accommodation,
community host families, fields for training or entertaining
and visit should be settled. The committee should set
down and carry out all security measures to provide
effective health and medical services. |
