Application
Guide to the Radio frequency
Application and the Installation and Use of Radio
Stations or Equipments in the 2007 Special Olympics
World Summer Games

(The guide applies only to the
radio stations or equipments providing services
within the border of the People’s Republic of
China (hereinafter referred to as “PRC”) during
the 2007 Special Olympics World Summer Games and
the Games preparatory period.)
During the 2007 Special Olympics World Summer
Games (hereinafter referred to as “Special Olympics
Games”) and the Games preparatory period, if it
is necessary to install and use radio stations
or equipments (cellular handsets excluded) a delegation
may deliver its application to the Organization
Committee of the Special Olympics Games and can
use such equipments after permission is obtained
and the equipment has been tested by the local
frequency authority.
The issues related to the application of radio
frequency, as well as installation and provisional
customs clearance of such radio stations or equipments
are specified as follows: 1.
Application of radio frequency and installation
of radio stations
1.1 The installation and of radio stations or
equipments within the border of the PRC shall
be subject to “The Regulation of Radio Administration
of the PRC” and other relevant rules and regulations
of radio administration.
1.2 In principle, the application of radio frequency
to be used within the border of the PRC shall
be subject to “The rules of Radio Frequency Allocation
of the PRC”.
1.3 If necessary, various delegations are required
to fill “Application Form of Radio Frequency in
the 2007 Special Olympics World Summer Games”
and to deliver it by email or fax to the Organization
Committee of the Special Olympics Games, which
will give a reply within 30 business days after
receipt of such form. The period of accepting
and handling such applications is from May 1,
2007 to August 15, 2007.
1.4 The radio stations or equipments shall be
tested by the Shanghai Radio Administration Bureau
before being used. Such tests may be conducted
on site by appointment if any equipment is not
easy to remove. An provisional license will be
released to the radio stations or equipments having
passed such test (or a compliance tag will be
stuck on such equipment), and such equipment will
be operated and used in such region and in such
time as specified as well as in accordance with
the specified technical specifications. The radio
stations or equipments failing to pass such test
shall not be allowed to be operated and used within
the border of the PRC.

1.5 The demands of the internal communications
of various delegations may be satisfied by leasing
local 800MHz trunk radio handsets of Shanghai
through the Organization Committee, and the Organization
Committee will not accept and handle any application
of trunk radio systems.
1.6 In order to support smooth conducting of the
Special Olympics Games, the Shanghai Radio Administration
Bureau will exempt all delegations from any equipment
test fee and frequency resource occupation fee.
2. Provisional customs clearance
of radio equipments
2.1 In connection with the radio equipments to
be taken into the PRC and be taken back after
the Games, the procedures of provisional customs
clearance shall be gone through.
2.2 In order to pass the customs smoothly, various
delegations out of the border shall fill the “Customs
Declaration Form of Radio Stations or Equipments
in the 2007 Special Olympics World Summer Games”,
deliver it to the Organization Committee of the
Special Olympics Games by email or fax, which
will be submitted for examination and approval
in a unified way. The Organization Committee shall
give a reply within 10 business days after receipt
of such form. The period of accepting and handling
such application is from May 1, 2007 to August
31, 2007.
2.3 The reception personnel of the Organization
Committee will delver the approval for equipment
entrance when a delegation out of the border arrives
at Shanghai and is ready for entry. And the delegation
out of the border shall go to the Customs and
comply with the procedures of customs clearance
by such approvals and other relevant material.
2.4 After the end of the games, various delegations
out of the border shall by themselves go through
the procedures about the exit of the provisional
entry equipment by relevant entry approval.
